It would be similar to StackOverflow.com, people can ask questions, and others can answer them. People would earn political capital for answering questions well, and people could spend political capital to give their questions more prominence (like with the priority ads).

It would fit nicely into the Briefing/Conference room. I can already see myself wanting a feature like this for NationBuilder so people’s questions can all be answered in one place.
